| Job Description: The Renewable Energy Development Division within the Office of the Prime Minister in conjunction with Pacific Islands Forum Secretariat invites applications for a LOCAL COORDINATOR FOR THE PACIFIC ENVIRONMENT COMMUNITY FUND (PECF) who will manage the implementation of the PECF project in the Cook Islands. This is an externally funded position initially for TWO years and may be extended based on the project timeline.

| Job Description:
This is a Constitutional post which is the head of the Cook Islands Public Service.
The functions of the Public Service Commissioner are stipulated under the Public Service Act 2009, but generally to:

Provide strategic advice to Government on all aspects of the Public Service and the machinery of government.

Provide strategic leadership and direction for the Public Service.

Appoint, terminate, and manage the performance of Heads of Departments
-
Provide advice on design, development and management of human resources in the public service, acknowledging the unique population features and trends of the Cook Islands
Applicants will be expected to have a;
-
Degree level qualification in Public Administration, Management, Policy, or relevant field. A relevant postgraduate degree will be an advantage.

Seven (7) years Executive Management experience as a Head of Ministry or CEO, or no lower than a Director/Divisional Head level, with the last 4 years as a Head of Ministry/CEO or equivalent.
The Commissioner is expected to lead the current Functional Review of the Public Service, which may impact on the nature of the Office of the Public Service Commissioner, and the position of Commissioner.
The Commissioner’s appointment will be reviewed upon the findings of the Functional Review and the nature of the post may change substantially as from 01 July 2012.
